Overview of Member States’ transposition of RED III
The European Biodiesel Board (EBB) has put in place a monitoring tool for transposition of RED III in the 27 EU Member States. In this tool, we track the key elements that are important to HVO and FAME producers in Europe.  

Context

Member States had until May 2025 to transpose the latest amendment to the Renewable Energy Directive (RED III). Only two countries had done so by the deadline (or at least had transposed the transport-related part of the RED), and still as of today (October 2025) the large majority of them have not transposed the Directive yet. Some are imminent, but for others we already know that the final transposition text can only be realistically expected in 2027. While this is extremely disruptive in terms of investment planning, it is also a clear signal of how complex this key piece of EU legislation is.  

The EBB monitoring tool

Our analysis therefore only focuses on how Member States transposed the "overall architecture" of REDIII: targets, subtargets, scope, caps, incentive mechanisms. Moreover, this document only reflects the information available to EBB at a given point in time, and only the countries where we have substantive information from. It is therefore, at this stage, still incomplete, but is also a living document, in that even the information already included is still subject to change or to marginal errors (due to the difficulty of monitoring technical pieces of legislation in different countries).
