EBB position on the review of CO₂ standards for light-duty vehicles (LDVs) Regulation
Brussels, 7 October 2025 – The European Biodiesel Board (EBB), representing biodiesel (HVO & FAME) producers in the EU has submitted their input to the open consultation on the review of the Regulation on CO₂ emission standards for light-duty vehicles. As EBB, we’ve contributed with clear and forward-looking proposals:
  1. Ensure legislative coherence in the treatment of biofuels.
  2. Fulfil the commitment to create a new vehicle class running exclusively on carbon neutral fuels (see WGMM report).
  3. As a complementary measure, establish a Carbon Correction Factor (CCF) to recognise the decarbonising potential of sustainable and renewable fuels such as HVO and FAME.
Last July, the European Commission launched an open consultation to gather feedback from citizens and stakeholders on the review of the Regulation on CO₂ emission standards for light-duty vehicles. Additionally, the Commission also announced its intention to bring forward the review by the end of the year and to create a new task force on technology neutrality in the context of the third strategic dialogue on the future of the automotive industry. Now it’s time for concrete action. So far, the renewable fuel manufacturing industry has never been included in the Strategic Dialogue. The new Task Force must do so, as our proposals provide concrete regulatory solutions to bring technology neutrality into the existing Regulation. [ READ THE POSITION PAPER ]
